Rusty McAllister is one of the minor characters in The Incredibles.

"When Rusty, a kid in the neighborhood, sees Bob lift his car, the little pedal pusher can't believe his eyes. From then on, he hangs around just in case something else amazing happens. His sidewalk surveillance pays off big time though with a front curb seat for the Incredibles' explosive showdown with Syndrome. "That was TOTALLY WICKED!" he yells as the dust settles. But he had better not ask for an encore."[1]

Rusty is a little boy who is seen on his tricycle and chewing gum. He is also a neighbor to the Parr family.

One evening, when Bob gets home after a bad day at work, his malfunctioning car causes him to get mad enough that he lifts it up with the intent to throw it. However, Rusty is right there blowing a bubble with his gum. When the boy sees this, he just watches in surprise and then his gum pops. Bob then gently puts down his car and goes inside his house for dinner.

The following evening, Bob comes home after being fired and when he gets out of the car, he notices Rusty there again, and asks what he is waiting for, and Rusty replies for something amazing to happen. A disappointed Bob replies that he wishes for the same thing too before going indoors.

Rusty makes his third and final appearance when the Parr family residence is destroyed by wreckage of Syndrome's manta jet that falls onto the house. However, the Parrs are protected by Violet's force field. Dash asks that the revelation of their secret as Supers may cause them to be ostracized by their neighbors and relocated again, as before. But Rusty, having witnessed everything, exclaims that the whole scene was the most amazing sight he has ever seen, therefore easing the Parrs' fears.
